Arcturis was engaged by the City of Cape Girardeau to develop an update to the downtown plan completed in 2009. The updated strategic plan focused on improving eight focus areas in Downtown Cape Girardeau, including the historic courthouse grounds and the downtown riverfront. Emphasis was on developing alternative plans for the focus areas with new housing, retail/commercial, entrepreneur/innovation, and destination uses.
The planning process used extensive community and stakeholder engagement meetings to solicit ideas and comments from the public. Social media and online surveys were also utilized as part of the engagement process to allow those that could not attend meetings to participate. The planning process was documented and included a housing market analysis and phasing plan, while a final report summarized the recommendations.
